Serge panels seem to throw people off. It is the underside of the panel and is made of 1/4 inch thick wool felt. I love them for many reasons, mostly being comfort for the horse. I get lots of questions about adjusting. Here is a picture of how I adjust them. I use my round awl. I can be so much more precise in adjusting them than when I use flocking irons.
